Check-List for Application for approval of Projects & Documents to be submitted with the Development Commissioner, Kandla Special Economic Zone(KASEZ) / Surat Special Economic Zone (SuRSEZ) for commencement of export business from the Surat Special Economic Zone (SuRSEZ).
   
1. Consolidated Application in Form ‘F’ alongwith the following documents ( 5+1 Copies)
  (a) Annual permission for sub-contracting
  (b) Allotment of Importer-Exporter Code number
  (c) Allotment of land/industrial sheds in the Special Economic Zone;
        (Copy of Earmarking Letter issued by the Developer)
  (d) Water connection
  (e) Registration-cum-Membership Certificate
  (f) Small Scale Industries Registration
  (g) Registration with Central Pollution Control Board
  (h) Power Connection
  (i) Building approval plan
  (j) Sales Tax registration
  (k) Approval from inspectorate of factories
  (l) Pollution control clearance, wherever required
  (m)Any other approval as may be required from the State Government.
   
These are not made effective and therefore only application in Form ‘F’ along with documents listed under Sr.No. i, ii & iii is to be submitted for approval of project. For Sr.No. e,I,j,k, please refer remarks given on last page.
   
(i).
Demand Draft of Rs.5000/- (Rupees Five Thousand) from Central Bank of India in favour of the Regional Pay & Accounts Officer, Ministry of Commerce, Mumbai, payable at Central Bank of India, Ghandhidham
(ii).
Project Proposal for Five Years.
 
(a) Detailed profile of Promoters-List of Raw Materials with  amount/Capital goods with amount.
 
(b) Items for manufacturing , trading, Service activities with turn-over and Process Flow Chart if Mfg.Unit. (Help of SuRSEZ Services Pvt.Ltd.(SSPL) may be taken if the party so desires.)
 
(c) List of Raw Materials with  amount/Capital goods with amount
 
(d) Financial Report of the Firm / Associate Firm of the last three years
 
(e) PAN Number, issued by Income Tax Department
 
(f) Residential Proof (Self attested photo copy of Passport or Ration Card or Voting Card or Driving License.) of Proprietor / Partner(s) /Director(s) of the company.
 
(g) I.T. Returns along with Annexures of the Proprietor/partners of the Firm/ for the last three years. In case of a company an Audited Balance Sheet of last three years.
 
(h) Copy ofEarmarking Letter’ issued by Diamond & Gem Development Corporation Ltd. (Developer of SuRSEZ) indicating Plot Number./ Unit Number  in SuRSEZ. to be provided here various details/applications for power ST
 
(i) Undertaking to full-fill the environmental and pollution control norms may be applicable.
 
(j) Annual Permission for sub-contracting (Job work)
 
(k) An affidavit of undertaking duly sworn in support of the  information provided in the consolidated Application Form ‘F’
  (l) Undertaking to full-fill the environmental and pollution control norms may be applicable.
(iii)
Affidavit on Rs.100 Stamp Paper dully signed by Applicant and notarized to be furnished by the Notary as follow
 
“ We hereby declare that against any of the Partner(s)/ Director(s)/ Proprietor, no case is pending with the Customs & Excise for diversification of goods to DTA units/Illegal activities”.
(iv)
Applicant must have E-mail address and provide the same  in the application.
(v)
Copy of Partnership Deed in case of Firm or Memorandum of Association and Articles of Association in respect of Companies.
(vi)
List of Present Partners/Directors duly endorsed by the Registrar of Companies
(vii)
Unit approval committee  ( UAC) shall process the project proposed and if required an interview shall be conducted either in person or through video-conferencing
(ii) On receipt of LOA,Letter of Approval the following documents are required to be submited:
  (i) Acknowledgement Letter for receipt of Letter of Approval (LOA) and acceptance of Terms & Conditions laid down in LOA.
  (ii) Bond-cum-Legal Undertaking (Form ‘H’) on Stamp Paper of Rs.100/- purchased from the state duly signed by the Authorized signatory and  notarized by the  Notary,  for acceptance of the Development Commissioner/ Specified Officer
1. "WE HEREBY CERTIFY THAT NONE OF THE DIRECTOR / PARTNER / ROPRIETOR / KARTA OF THE FIRM / COMPANY WHICH HAS COME TO THE ADVERSE NOTICE OF DGFTDEVELOPMENT /COMMISSIONER."
2. "WE HEREBY DECLARE THAT THERE IS NO NON_RESIDENT INTEREST OR PARTNER IN THE FIRM."(In case of Indian Company/Firm)
3. "WE HEREBY CERTIFY THAT THE PROPRIETORS/ PARTNERS/ DIRECTORS/KARTAS/
TRUSTEES/ OF THE FIRM /COMPANY ARE NOT ASSOCIATED AS PROPRIETORS/
PARTNERS/TRUSTEES IN ANY OTHER FIRM/COMPANY WHICH HAS BEEN CAUTION LISTED BY RBI."
DOCUMENTS REQUIRED  TO BE KEPT READY WITH THE APPLICANT.
   
  Certified copy of :
   
  LOP issued by Development Commissioner KASEZ / SSEZ
 
Bond-cum-Legal Undertaking
  Project Report approved by D.C. KASEZ/SSEZ,  Kandla.
  Green Card issued by the Development Commissioner, KASEZ/SSEZ
  Manufacturing Process Sheet.(For Mfg. Unit)
  Registration with Export Promotion Council for SEZs
  The list of sanctioned Capital goods and Raw materials, to be imported/indigenously procured duty free  (For Mfg.Unit)
  Export-Import Code Number
  Permanent Account Number (PAN issued by I T Department)
  The Memorandum of Association / Partnership Deed and the profile of the Unit
  Lease / Leave and Licence Agreement with the Developer along with ground plan for allotted premises to be registered with Registrar , Gujarat State .
  No Bank Guarantee / surety is required for bonding the unit with customs,  SuRSEZ.
  (These documents are required to be kept ready with the applicant)
   
Other Formalities to be undertaken.
  The SEZ  Unit Holders is required to comply with the formalities as listed herebelow  only after L.O.A ( Letter of  Approval ) is issued by the Development Commissioner and a Bond –cum Legal Undertaking is executed with the Development Commissioner / Deputy Commissioner of Customs and acceptance thereof is received.
(A) Application for Importer- Exporter Code  (IEC).
   
  In case of  IEC Number. already availed from DGFT and proposed unit in SuRSEZ is to commence activities in the same name then DGFT may be approached for an endorsement  in the original IEC Letter for incorporating the SuRSEZ unit  as a Branch.
(B) Application for Registration with Export Promotion Council for EOUs and SEZ Units.
   
 
(Rs.5000/ to be deposited with ICICI Bank).Please avail Application Form from Office of the Development Commissioner or Customer Care Centre of SuRSEZ.
 
(a). Construction of Units:
 
(i) Please submit a duly filled – in ‘Application for Development Permission’ (obtained from Customers Relation Dept. SuRSEZ Bhavan) duly completed in all respects together with 4 (four) copies of Building Plan duly signed by the Authorized Signatory of the organization and certified by an approved Architect for scrutiny consideration and approval by the Development Committee of the Zone.
 
(ii) The construction of the building can be undertaken only after Approval of Building Plan and Approval Letter is issued thereof and statutory payment of scrutiny fees is made.    (Scrutiny charges Rs. 2 per sq. mtrs of plot area and Rs.4 per sq mtrs )
   
  (b). Power connection:
   To submit your Application to Dakshin Gujarat Veej Company Ltd. Sachin through us (i.e. Developer of SuRSEZ through us for Temporary/ Permanent connection)
   
  (c). Water Connection :
   
  To submit Application to M/s. Narmada Housing Company Pvt. Ltd.,the water  supply Agency.
